What does this actually mean? How many diamonds are there? Where exactly are they anyway?

I think the diamonds are on the Indian's headband which hangs down by the hair (obverse) and near the back of the neck. If you happen to have the latest RedBook they are shown in closeup in the picture on page 111. I think the full diamonds means a strong strike just like full bands and full bell lines on other issues. I hope this is right, I'm going from memory!

Well, what's around the neck? Does anybody know what type of beads or rocks they are suppose to be?

Ah, that I don't know. I guess that's anyone's guess. Maybe those are described in the Judd book on patterns which might talk in more detail about Longacre's design.
Actually, I don't know why I said headband earlier. It's really more of a ribbon that hangs down from the Indian's headdress on which the diamonds are located.

There are four diamonds on the ribbon in the design. However these are known to be weakly struck so if you find one with all four diamonds showing you will have a well struck coin all over. Don't worry it's easy to see and will stick out at you.
Caution. Many dealers will claim that the diamonds are weakly struck to cover up wear and for the coin being a lower grade than it really is.

Typically if the coin is XF or better the diamonds will be sharp but there are certainly weak strikes out there. If you're looking at a coin that you suspect is ok but weakly struck, closely examine the LIBERTY. It should be very bold and strong, even on most weakly struck issues. If the diamonds are weak AND LIBERTY is weak, it's likely a wear issue and not a strike problem.
